On July 31, 2023, multiple civil society organizations submitted written opinions to the Human Rights Secretariat of the Government of Georgia. The opinions focused on the necessary activities to develop a human rights action plan, aligned with the Constitution of Georgia, aimed at establishing a democratic, legal, and socially recognized state.

However, the effectiveness of these opinions as a guiding document is contingent on the state’s commitment to actively involving civil society organizations throughout the implementation of the National Strategy for the Protection of Human Rights in Georgia (for 2022-2030).

Beyond the human rights issues addressed in the document, it is crucial for the state to fulfill all 12 conditions set by the European Commission. This includes active participation of civil society in decision-making processes at all levels and ensuring inclusivity in the development of the action plan.
